Suspect with protective order triggers soft lockdown at Union Primary
A Wise County school was placed on a soft lockdown after a domestic violence suspect had come onto campus property to pick up his child.
A county report said Stephen Douglass Quillen of Big Stone Gap initially resisted identifying himself but later relented following a talk with Union Primary’s student resource officer.
Quillen surrendered without incident and also had an emergency protective order filed against him.
