Carter County woman wrongfully jailed for 6 months in North Dakota files complaint
A Carter County woman has filed a complaint against the City of Fargo and an officer with the West Fargo Police Department in North Dakota after being mistakenly jailed for six months. Angela Lipps was taken into custody on July 14, 2025, at gunpoint by the Carter County Sheriff’s Office from her home in Carter County, TN. Lipps was then extradited to a prison in Fargo, North Dakota, for a crime she did not commit. She was released on Christmas Eve 2025. The case was dismissed after Lipps produced bank records that showed she was in Tennessee at the time of the thefts, according to the complaint filed by Lipps’ attorneys. The West Fargo Police Department acknowledged on March 23, 2026, that her imprisonment resulted from a mistake by an A.I. recognition tool used by the department, according to the complaint. Lipps is seeking $10 million in damages.
